on that point, we have many kids in school surrounded by their peers who want to participate in the process, who are campaigning for a certain candidate or referendum on a State ballot, but they are from another State. How do they register to vote? I remember being from Ohio, and I went to school in Bowling Green which is across the State, how do you get registered to vote? Should it be by absentee ballot? You have to send a formal letter and you have exams, and you are trying to balance your duties at school to try to achieve a better life; and it becomes a very complicated process, instead of saying register to vote where your school is and being able to participate in the process. There are many instances where we have a college or university in a congressional district that is controlled by a Member of Congress or a party that is not representative of the people who are at that university, where if all of those kids would be able to register to vote at that university, they would swing a congressional election.
