I ran into Ted Sorenson, who was President Kennedy's top adviser and speech writer. He said, when he was with President Kennedy, they never submitted a budget to Congress that was more than $10 billion off. They would maybe have some, but never more than $10 billion. And when President Bush says this Congress has to rein in spending, he hasn't vetoed one spending bill, so don't give us this, and we are supposed to believe you.
