“I would simply say to my colleague from North Carolina that administrative enforcement is more effective, it is more efficient. That is why we should redirect these resources internally inside Fair Housing. It doesn't change Fair Housing dollars one penny. It redirects the resources to more efficient and effective means of enforcement, from folks who enforce these laws every day and can do it faster and more effectively, to make sure the people that might be discriminated against get their redress sooner.
