I appreciate the gentleman's points on things we should be doing, and I agree and hope we can get a budget agreement in the next coming days or weeks, hopefully as soon as we can get it done. There are other pressing issues that face this country: issues of infrastructure, the Zika virus and how we are ready for it. But today we are here on two bills that can increase the transparency and accountability of the Internal Revenue Service. I believe both of those bills are well intentioned. I think they would both bring more accountability and more taxpayer confidence to that agency, and I would urge my colleagues to support both the rule and the underlying legislation. Immediately upon adoption of this resolution the Speaker shall, pursuant to clause 2(b) of rule XVIII, declare the House resolved into the Committee of the Whole House on the state of the Union for consideration of the bill (H.R. 415) to amend the Internal Revenue Code of 1986 to modify the rules relating to inverted corporations.
