I am pleased to stand on behalf of the Democratic majority in the House of Representatives this afternoon to say we are going to pass a prescription drug change in the benefit given to seniors last year. And it is not going to take us 3 hours and any arm twisting, because this is our opportunity to say to seniors across this country that you ought to have your Secretary of Health and Human Services be able to negotiate the lowest price. Right now it is going great, but we need to put in place in the law an opportunity for the Secretary to make a change when the winds of time change, because they will change. It is important that our seniors understand that they do have a benefit, but the benefit can be improved. A prescription drug benefit is such a significant opportunity for our seniors, and so I am glad to stand on behalf of all the Democrats and those good-thinking Republicans in the House of Representatives. Pass H.R. 4.
