I support voting rights for the District of Columbia, as many of us do, and we are going to continue to work this year in this Congress to see that each of the residents of the District of Columbia have a vote and a voice. Mr. Speaker, let me just read a quote from the last black to leave Congress back in 1901, George Henry White, from North Carolina. He stood up on this very floor and declared, ``You have excluded us. You have taken away the right to vote, and so I am the last one to leave. This, Mr. Chairman, is perhaps the Negro's temporary farewell to the American Congress. But let me say, phoenix-like, he will rise up some day and come again. These parting words are on behalf of an outraged, heartbroken, bruised and bleeding but God-fearing people, a faithful, industrious, loyal people, rising people, full of potential force.''
