Mr. President, Congress has provided an average of $400 million for farm bills in the rural development title. The bill we are considering includes no funding at all. My fiscally responsible amendment funds rural business development programs, a portion of the backlog of wastewater infrastructure projects, and will help bring a new generation of farmers into agriculture. As a member of the Agriculture Committee, I know how important it is that this amendment maintain our committee's commitment to save at least $23 billion in the farm bill.
