Madam President, the Brown-Manchin amendment expands the full-service community schools model to schools across the country. Community schools are different from Promised Neighborhoods--two different approaches to what is a complex set of challenges. Community schools start with a focus on the school, engage partners in joint efforts to improve student achievement and development, and in the process work to strengthen family and community.
