“I absolutely reject that thinking, when India has become a more and more liberalized economy, an economy much more in line with ours, an economy which has welcomed $5 million in American investment... This is a golden opportunity to reach out to India and make friends with India. If we pass the balanced budget amendment, and the Soviet Union is reborn in some form, as the gentleman suggests, he can be sure India will turn back to them. Do not let this opportunity pass to be friends with them in a bigger way.”
