Mr. President, before offering another unanimous consent, I just point out there were 10 years of protections for people with preexisting conditions under ObamaCare and 10 years of speeches from Republicans about repeal and replace, with no real proposal to replace the Affordable Care Act. The President has promised it about every couple of weeks through 4 years, and he still hasn't put a real bill forward.
