Mr. President, I am pleased to offer today, with my colleagues from Pennsylvania, Senator Toomey and Senator Casey, this amendment. As many of you know, the spread of Asian carp poses a threat to the Great Lakes' ecosystem. Because of the work of my Great Lakes State colleagues from Minnesota to Michigan, Pennsylvania, we are working to address this problem. But it is not, contrary to what many believe, limited just to the Great Lakes. The Ohio and Upper Mississippi River Basins also face the threat of these invasive species. This no-cost amendment that Senator Toomey and I are offering would support multiagency efforts to hold the spread of Asian carp in the Ohio and Upper Mississippi Basin.
