I thank the Chair. Let me say it is my understanding that the amendment does not give anyone a chance to open up bids. All it does is merely ask for disclosure. It suggests that there ought to be a bidding process. I want to assure my friend from Kentucky that I will be happy to work with him on his concerns. We will try to see if we can't develop what he wants.
