Madam President, I thank the Democratic whip for his comments. I was part of a group, with Senator Leahy, Senator Whitehouse, and Senator Flake, who worked on this. The credit overwhelmingly goes to Congressman Van Hollen and Senator Durbin and Senator Leahy in the negotiations and discussions the administration had. It was so important. I also appreciate the opportunity to be a cosponsor of Senator Durbin's resolution. I mentioned to him that one of the most intriguing and most admirable things Pope Francis has said as he travels the world and ministers to the poor and talks to his flock--one day he exhorted his parish priests to go out and smell like the flock--a good admonition to all of us to make sure to go out and know how people live their lives so that we can minister to them and govern this country better. So I appreciate Senator Durbin's words.
