I don't yet want to call up my amendment--I have been working with Chairman Mikulski on this--until they get an agreement. However, I will discuss for a moment amendment No. 83, which I am cosponsoring with Senator Isakson of Georgia. It does help us restore what Senator Mikulski has been working toward, which is regular order in this Chamber. This is an amendment having to do with some language dealing with a pilot project with customs and privatization that Senator Landrieu has supported. I have spoken to Senator Landrieu about this issue, and we need to talk through some other things. If we are going to do regular order the way we need to, this language should come in front of the Finance Committee to work out these issues, where Senator Isakson and I sit. I think we should not succumb to the temptation to legislate through appropriations, and this would be one way of doing that.
