We want to close that loophole, but you know what, this bill explodes that loophole. It explodes it, because, as I said a few minutes ago, if a plant shuts down in Barberton or it shuts down in Xenia or it shuts down in Zanesville, the company, under this bill, would pay a rate of 20 percent on profits. If it shuts down and moves to Asia, it can build a new factory and get a tax deduction for the cost of moving, still, and pay a U.S. tax rate of zero. So why wouldn't they move?”
