“I believe we have worked this amendment out. I am proposing to alter the amendment by dropping the section dealing with BLM, section (c), applying it only to the Secretary of Agriculture, and in section (e), dropping any reference to a grant or issuance of a permit. This dramatically scales back the amendment, and I believe this meets the concerns expressed about it. As it would be amended, it would simply mean that if an easement has existed for a long time, you could not revoke it or refuse to renew it if the easement is in no way being changed.
