“The $87 billion, first of all, I voted to equip the troops in Iraq in the first vote. When the Bush administration failed with enough money in that budget to provide safe drinking water, to provide body armor, when the administration failed to do it, they had plenty of money to do it; yet it took them months and months and months to make our troops safe. That is why so many in this body said do not give the Pentagon more money, do not give Halliburton more money, do not give more money to the company that is paying Vice President Cheney $3,000 a week while he is Vice President of the United States.”
