What I am suggesting is that if you are overcharged and you find out about it, you ought to make them good.

Forty thousand in Ohio alone, so you are talking about many more thousands of that in other States represented around this panel.
But, still, you are not providing people the money that they are owed even though you know that they deserve a refund.
