I noted the commitment to an April 14th markup of the China bill. I thank you for that. It is timely.
I think we have to be very careful about targeting, but I think that expansion of home and community-based care in a pandemic, or beyond, is critical.
I do think that keeping semiconductor manufacturing in the United States is an absolutely critical national security priority.
I think that is a big mistake. It is going to have a detrimental impact on innovation, of course.
U.S. R&D expenditures in China have grown 13.6 percent annually on average since 2003. In the United States, it has been just 5 percent.
I think there is a new emerging consensus that we need to think about competitiveness in terms of what is called 'the industrial commons.'
I think you are right: that is an opportunity. And our Level the Playing Field Act as well.
I am always hesitant to talk about the government being too involved in our market... I think we have to realize that those kinds of industrial commons that have all those folks together really do matter.
