it is a privilege for me to speak today on the floor on a bill that I helped craft in the Committee on Education and the Workforce, a committee that worked real hard a couple months ago, with bipartisan support, to pass on a bill to the floor and on to the Senate. A bill that puts President Bush's principles and education together with accountability and testing and flexibility and more local control and targeted funding and expanded parental options. A bill that consolidates programs. A bill that empowers parents with more information. A bill that included an amendment that the gentleman from Delaware (Mr. Castle) and I crafted, a superflex amendment that provides for a hundred school districts to have more local control to consolidate Federal programs. Yes, this bill differs from the Senate, but those differences can be resolved, and we can put together a bill that the President can sign that benefits America's schoolchildren.
