The Fiscal Year 2016 National Defense Authorization Act included a legislative provision that limits F-35 procurement until the Secretary of the Air Force certifies that F-35A's delivered during FY2018 will have full Block 3F capability.

The committee is concerned that the Follow-on Development program requirements are unbridled and will evolve into the magnitude of the current System Development and Demonstration.

We will continue to hold this program accountable and provide oversight, not just because there are issues or problems that have arisen, which there are, but because this program is so incredibly important.
