When we first got the 9/11 Commission Report delivered to this Congress, it had a chapter in it, chapter 12, that detailed what we needed to do in the future and what we shouldn't do. It specifically said that our fight was not against Al Qaeda and Osama Bin Laden solely. And if we viewed our fight as that, that we would lose. That it was Islamic extremism and worldwide terrorism.
