I wanted to rise in appreciation this evening to the chairman of the committee, the gentleman from California [Mr. Dellums], and the ranking member, the gentleman from South Carolina [Mr. Spence], for incorporating in the legislation an amendment to accelerate research and development for strategic metals and alloys, and to put our country on a path to integrate the defense and commercial applications of some of America's most critical strategic metals and alloys. As a member of the executive committee of the Steel Caucus, we know that so much of America's real strength has been eroded over the years, and with defense downsizing occurring, we have to pay particular attention to those, both materials as well as production technologies, that can help both ensure a future defense base for this country in the event that it is needed, but also to help it stay alive by transitioning it into the commercial marketplace. We know that so many of these metals and alloys are materials indispensable to the national security of our Nation.
