Madam Chair, I would just like to remind the gentleman--I think he is new to this body--that the President said he was going to get Mexico to pay for everything. He said that 1,000 times. Didn't happen. He is not going to raid our accounts. The gentleman has communities in his State. Unfortunately, he held up the money for a long time about a week and a half ago; and so now he comes to the floor and talks this way. He is not going to raid the Corps budget under my watch; that is for sure. Communities across this country need this money. Madam Chair, I yield back the balance of my time.
