We continue to be benefited by her extraordinary leadership. Mr. Speaker, our final speaker today is the very distinguished gentleman from the State of Maryland who knows a whole lot about the rule of law and human rights. Mr. Speaker, I yield to the gentleman from Maryland (Mr. Mfume), who we are fortunate has returned to Congress after serving in so many national positions.
