Now I want to say to the gentleman I have testified before his committee. We have defined foreign interests. Those include not only foreign citizens but foreign-controlled corporations and trade associations through which the majority of these dollars flow. When the gentleman defines noncitizens, does that include foreign-controlled corporations and foreign-controlled trade associations?
