This amendment prevents funds from being used to transfer or delegate control or maintenance responsibility of the Lower Yellowstone fish bypass channel to any non-Federal entity. Essentially, the gentleman wants the Corps and Bureau of Reclamation to continue paying for this after over 100 years. If folks don't agree with the authorities, laws, and policies of the Bureau of Reclamation, then this is the type of matter that should be properly vetted through the regular order of committees of jurisdiction in this House, not through a funding prohibition. For these reasons, I cannot support this amendment. Mr. Chair, I urge my colleagues to vote against it, and I yield back the balance of my time.
