I share the gentleman's value of free trade among free people, and I also believe it should be a two-way street. So when the United States has a trade imbalance with any country of over $10 billion each of three consecutive years, I think we should go back and see what is wrong with that agreement. I think it ought to be assessed by the administration. I think we should find out what is going wrong. We are not doing that anywhere on the globe. Whether it is China or whether it is Mexico, we are falling into deeper and deeper debt. I think the measure is a real measure, not just political, but also the bottom line. Are we winning or losing in that trade relationship? If we are losing in that trade relationship, we ought to fix it.
