When that bill was passed, I would venture to say 99 percent of the Members of Congress didn't even know it was in there because it was buried in an omnibus appropriations bill. Nobody even knew it was in there. So that was sort of the final straw that broke the camel's back. I wanted to say to the gentleman that I'm sure in Minnesota--and you can verify this for me--just like in Ohio, business after business tells me, Marcy, we can't get a loan.
