Just to be clear, let me first say it will not reduce the deficit. This is a voluntary checkoff. This does not come from taxpayers' dollars. It will not reduce the deficit. So let's be clear. Secondly, when he talked about the Senate having passed this on a 95- 5 vote, he doesn't say it was an amendment to the farm bill. It was not a standalone bill for this purpose.
