One of the problems in terms of block granting many of these types of programs is the fact that each State has different regulations and standards with reference to these programs. Many of them adopt a different type of program and in the absence of Federal standards, Federal guidelines, and Federal guidance to those programs, you will find a diminution of many of the programs in many of the States and you will find varied and different types of programs and not those which have been directed under the Federal aegis.
