“this motion to instruct, although offered by our side of the House, is certainly offered in a bipartisan manner. I think it is evident that it has strong bipartisan support by virtue of the fact that I have yielded both to Members on this side and the other side of the aisle. That is as it should be, because that is also in keeping with the manner in which I try to work on the subcommittee with the chairman of this particular subcommittee, a man for whom I have the highest regard and whom I deem to be a good friend and with whom I have enjoyed working. It is in that vein that I am working with him and look forward to working with him in conference to bring back to the House a bill that both he and I will continue to support, as I supported the bill which he brought to the floor a month or so ago. Working with Jerry Lewis is one of the finest experiences I have had in the House, and I want to continue and will continue working with him on that bipartisan type of basis. I said originally that the procedure here does deviate somewhat from the norm. I wish that we had had more time for he and I to sit down and discuss this, but in working with the leadership on this side, I gave him notices as quickly as I could do so. I apologize to him personally for any inconvenience that caused him in any respect. I hope that the Members of the House will vote on these three very important issues.”
