Congressman Scott hails from Virginia's Third Congressional District. A proud member of the Congressional Black Caucus, he is also one of those six chairs who I referenced earlier. He is chair of the Committee on Education and Labor. He is a scholar. He is a lawyer. He also takes the lead role when we talk about the Congressional Black Caucus and how we plan for the future not only for education and childcare, but also how we plan for the Congressional Black Caucus' budget.
