I agree. However, when those services are no longer rate regulated such subsidy cannot be sustained and the prohibition on bundling is no longer necessary. The bill's prohibition on bundling and subsidization no longer applies when cable rates are deregulated. Consumers should have the option of obtaining digital devices through commercial outlets, but this does not mean that network operators must make each type of equipment available through commercial outlets. Network operators should have the flexibility to package and bundle equipment and services.
