I thank Senator McCain, the chairman of the full Committee on Commerce, for his diligence and insight on this, and the ranking member, Senator Hollings. He laid out the facts. I will not rehash everything he said because his numbers are right. Also I thank my good friend from Oregon, Senator Wyden. We have worked on this bill for 4 years. It is not an easy piece of legislation to put together. The simplest piece of legislation we ever put together, I say to Senator Wyden, was the E 9-1-1 which is probably the best public safety piece of legislation we have ever passed. It sounded like a no-brainer, and it only took 2 years, so this must have been really complicated. I thank you for your efforts. It was a pleasure working with you. Also, two Senators not on the floor who have not been mentioned are Senator Hatch and Senator Leahy. We appreciate their cooperation incorporating a significantly expanded criminal package in this law. The extent of bipartisan cooperation on this issue is no surprise, of course, given the deluge of spam to the consumers and what they face in their inbox each day. The cost of business, the cost to individuals, is escalating and wide ranging. The chairman asked a valid question: Does this piece of legislation protect us from spam? It can have an effect on people thinking twice before they send it. That is the answer.
