when H.R. 3108 was brought to the floor, it was brought to the floor and developed in total agreement between myself, the chairman of the Committee on Ways and Means, the gentleman from California (Mr. George Miller) and the gentleman from New York (Mr. Rangel). We came to an agreement on what the bill would be, and that is why it was brought up the way it was.
