Now, we have heard an awful lot today about the 12-hour rule, the 50-percent requirement, and the issue of incentive pay for those who are involved in offering these programs. But for a moment, let us step back and consider what it is we are trying to accomplish. We all in this Chamber know the need today for every American to receive some type of postsecondary education. To take a high school diploma into the current job market today is not a ticket for success. Frankly, it is a ticket to go almost nowhere.
