I rise for the purpose of asking the gentleman from New Jersey, the subcommittee chairman, to engage in a colloquy on the importance of solid oxide fuel cell technology and the need to maintain sufficient funding levels for research and development of this critical asset. Mr. Chairman, I first want to commend you on the fine bill. This bill, which I know was full of difficult choices and competing priorities, comes in more than 16 percent less than the administration's request, marking a clear commitment to fiscal discipline and restraint. Is my understanding correct, Mr. Chairman?
