I would like to start by saying this bill has nothing to do with the current investigation. It's really about installing public confidence back when it comes to the IRS. I would also like to say this that bill makes no changes to the current process or procedures for removing an IRS employee. It would simply add political targeting to the list of offenses listed in current law. And I've already said, in 1998, this legislation was approved 402-8. As far as not having a hearing, is that technically going to be the reason opponents vote again restoring credibility to the IRS? And for the record, this bill was widely circulated, and I was more than willing to make changes to the bipartisan legislation. I drafted this language to remain as close to existing law as possible. My addition is simply added to the current offense list No. 10: targeting a taxpayer for personal gain. Under current law, No. 10 does not use the term ``willful.'' Therefore, I did not add willful. However, targeting a taxpayer for personal gain or political purposes could only be done in an intentional manner. And let's not forget the Commissioner of the IRS always has the ability to not remove somebody. I reserve the balance of my time.
