Mr. Speaker, the Traficant amendment does not say ``shall,'' because I do not want to frighten away the Democrats. I would say to the gentleman from Texas [Mr. Frost], this is important: The Traficant amendment says the Secretary of Defense may relocate and restation these troops. Now, let me say this to you: I say we are sending our money overseas, they are cashing our check over there, going to theaters in Rome, and we have some big problems in our country. Why do not we take it easy on the taxpayers? Allow us to bring some of our troops already trained, put them on the border. Maybe after they are done with their service, we might be able to keep them in the Border Patrol and they will understand the significance of those particular problems. So I would like my amendment included in the second round, or else I declare war here today in this defense bill.
