“This bill is to provide supplemental emergency aid. I thought it was to provide supplemental emergency aid to the Southeast United States of America, not Southeast Asia. I thought it was to provide emergency aid for American citizens, not for foreign citizens. Leave this bill alone. We were elected to the Congress of the United States, not to the Council of the United Nations. If the International Monetary Fund is worthy, the International Monetary Fund should stand on its own merit, not on the backs of American victims of great disasters which brings us to the floor about this bill. This is about emergency aid for American families, for victims of great disasters. Leave the bill alone. If you want to do something about the IMF, bring it up; let it stand on its own merits. Quite frankly, I think we are too international around here, and we should be taking care of the Midwest a hell of a lot more than we take care of these countries overseas.”
