I wanted to just give a definition and a reason why the gentleman from Pennsylvania (Mr. Shuster) never quits. Because he is a Pitt man, a graduate of the University of Pittsburgh, a fellow alumnist of mine. I want to compliment the gentleman from Pennsylvania (Mr. Shuster) for having accomplished something with the gentleman from Minnesota (Mr. Oberstar), for 20 years, we have been continuing through an appropriation process, and this certainly is historic. The efforts of the gentleman from Pennsylvania (Mr. Shuster) and the gentleman from Minnesota (Mr. Oberstar) are not to be taken lightly here. These are two fine national programs targeted towards needy areas that did have abuse in their past but have been reconciled over a period of years with reasonable management and oversight to make them once again, as the gentleman from Minnesota alluded to, very effective tools. Having said that, I am a little saddened that the Senate had their way completely and some of the innovations of the House were not totally enacted, one being a specific pilot program that I authored that would allow for the utilization of EDA moneys to be used to buy down interest rates.
