Even though I have opposed it in the past, I will vote for a missile defense system today. The first reason is the Russian spy who defected to America warned us that China is determined to destroy America. Since then, China has stolen our military secrets and China has missiles aimed at America. Russia has missiles that could reach America. North Korea has missiles that can reach America. India, Pakistan, Iran, all have nuclear capability. But the main reason for my vote here today is very simple: Our misdirected foreign policy. It is so misdirected that if you threw it at the ground, it would miss. Check this out. Most-favored-nation trade status for China is debated on economic merits. Beam me up. With a $70 billion trade surplus, China is buying nuclear attack submarines and missiles with our money and has them aimed at American cities. How stupid can you be, Congress? How stupid can we be? I have no choice today. I do not believe Congress has a choice. These policies have placed America in great danger and these policies have placed my constituents, my neighbors, my family, my friends at great risk. Let me say one last thing. National defense and security is our number-one priority, and you cannot protect America with the neighborhood crime watch. I am changing my vote. I am voting for the missile defense system for the United States of America.
