168 years ago a famous author, Alexis de Tocqueville wrote, and I quote, ``America is great because America is good. And when America ceases to be good, America will cease to be great.'' How true that is. Today's debate is not just about Bill Clinton. It is not just about the Presidency. Today's debate is about America's greatness. And the founders fully recognized that by setting a much loftier and higher standard on the chief executive. They did not write high crimes and other felonies. They wrote high crimes and misdemeanors. Misdemeanors. A matter of truth and trust. The American people must be able to trust the President. From Wall Street to Social Security, from Main Street to Moscow, from the United Nations to China, the President must be trustworthy. America is great because America is good. I support the resolution.
