I was prepared to assist and help with the passage of this bill, but I believe this bill is fatally flawed. I support the motion to commit because it is bad enough, Madam Speaker, that the district of the gentleman from Nevada (Mr. Gibbons) will become a dump for nuclear waste, but this bill leaves our Nation wide open for foreign nuclear waste. The Traficant amendment should have been made in order to this bill. Listen to what it said: ``No foreign nuclear waste shall be allowed in the United States or be deposited in, on, or under American soil or American water.'' This is big business. Big business will pay big money to store this, and we will become the nuclear waste dump site of the world. That is reasonable language. Here is my position: I am going to ask that if this bill is passed that the Traficant language be inserted in conference. That is a reasonable protection that has so much common sense, we look like fools if we leave it open for foreign nuclear waste to be brought in here. So I am going to vote for the motion to commit; I am going to vote against the bill.
