I do not care if it is 10 percent, 15 percent, I think it is not just good for America, it is good for Democrats, it is good for Republicans, it is good for all of our schools to have at some point in conference some money put in for construction. I know there are other issues concerned with it, but we need to handle those issues, even if it is just a 10 percent commitment. But when the local tax people, the local residents are raising taxes to build schools and some of them are impoverished, like in my community, and when the States are willing to help, we should be a participant in that process. There should be no trailers outside of schools that are dangerous to our children. Mr. Chairman, with the fine job the gentleman from Ohio (Mr. Boehner) has done, I am going to support the bill; and I commend the gentleman from Ohio (Mr. Boehner) and the gentleman from California (Mr. George Miller).
