I do not rise to demean the efforts of the gentleman from Wisconsin [Mr. Klug]. I think he means well and is doing a good job for his people and he is consistent. We have differences of opinion. I can recall as a freshman Member going to visit the grand opening of the Tennessee-Tombigbee, called the biggest pork barrel project in our Nation. All the news media gathered around their good old friend Jamie Whitten, the former chairman of the Committee on Appropriations, and said ``Well, they call you the pork-barrel king, Congressman. What do you have to say about that? This is a great day for you, isn't it?'' Jamie Whitten looked at the camera and he says, ``I want it to be known that I played a part in investing the American taxpayers' dollars in the heartland of America. My son will get a job, my grandson will get a job, his son and his granddaughter have a shot at getting a job.'' I am going to vote against this amendment, and I am going to vote against the amendment to cut the TVA. We have to cut, and I offered to cut on the foreign aid bill, 1 percent. I did not see all these hawks running around. There was an article in the Wall Street Journal yesterday, Israel got $13 billion in aid, loans, and grants last year, $21,000 for every man, woman, and child, and they did not get cut by this Congress.
