I also congratulate the gentlewoman that she has chosen a subject which allows us to speak on this floor about the contributions of African-Americans. In outlining the history of Negro History Week and Black History Month, she reminds us that the reason for an occasion like this is precisely that black history and the contribution of African-Americans have been obscured, even suppressed. This floor is an appropriate place to begin to expose Members and our country to these important contributions which have helped build our country. I would like to devote a few minutes to discussing the life of a great American leader who died on December 14 and who contributed much to his country in general and to the Congressional Black Caucus in particular. I speak of former Judge A. Leon Higginbotham.
