“The census controversy continues unabated. We are about to precipitate a constitutional crisis because we have got to have an accurate count. The reason we do not have one is because we are so late in getting our act together and we are keeping Census from doing what it is supposed to be doing because we cannot agree among ourselves on what that should be.
