Mr. Chairman, there is very little to get excited about when we discuss a choice amendment on the District of Columbia appropriation. No one believes that in the state of its finances, what we are going to see is an epidemic of abortions in the District. This amendment has largely symbolic importance. It says to the District, you are full Americans, you are full citizens, you can spend your money as you like. You can vote for this bill, even if you oppose abortion, because this bill is almost surely not likely to yield abortions because there is no money for abortions in the District. There is little money even for front-line services in the District. Yet I would think we would use this opportunity to say to the residents of the District, hey, you are full Americans, it is your money, use it the way we use our money in our cities and counties.
